Evaluating Eligibility Rules

All three are open 24/7 and each can accommodate up to twenty youths a night. As with cost social services, the determining of financial and clinical eligibility is the deciding factor for these at-risk youth benefiting from the programs provided beyond emergency services. The services they provide after eligibility has been established are case management, physical and mental health services, chemical dependency services, legal assistance, school engagement, job readiness and assistance, and finding safe and stable housing.There are many types of criteria that can be evaluated for a variety of different organizations such as: prior contributions, administrative rule, private contracts, professional discretion, Judicial decision, attachment to the workforce, and means testing which are only specific to eligibility rules as there are many forms of benefits and services which are only specific criteria to benefits and services such as standardization, target efficiency, trade-offs, cos t-effectiveness, substitutability, coerciveness/intrusiveness.Some criteria specific to eligibility rules such as over-illumination's, overwhelming costs, off-targeting benefits and stigma/alienation are criteria specific benefits which are considered facial problems that work against the achievement of a functional policy and programs and definitely work against adequacy, equity, and efficiency.These special problems are most often created by the presence of the eligibility rules which have direct relation to those listed as special problems and if relevant to this organization they will be discussed as evaluated for merit of its fit with the social problem conception that underlies the program or policy under consideration. â€Å"For a program or policy to be a coherent solution to a social problem, those who receive the orgasms benefits and/or services must be included within the group whom the social problem analysis Identifies as having a problem,† (Chambers ; Wedded, 20 05, Chi. , p. 118). This evaluation will cover the criteria for benefits and services and criteria for eligibility rules of this particular organization's social policies and programs. Already known are the benefit types which are affiliated with this particular organization thus with such benefit types also provides an implication of goals, and objectives for adequacy, equity, and efficiency. Gender In The Middle Ages Essay

During the medieval periods, gender is a great measure defining the state of a certain person in a certain society. According to the Qur’an, the male gendered people are always considered as superior than that of the female figures because the scripture explains that it is as God created man first before creating a woman and that the man is the protector and provider of the woman. In the medieval period society, those people who acquire power are said to be all male gendered ones. A woman is never allowed to hold power because they are said to be subjected in doing household chores because they are believed to be inferior being than that of man. Females are believed to be basically serving their husbands as well as their children and also their parents. This kind of belief bloomed because it is written in the Holy Scriptures that God created man on his image and because God is believed to be a powerful immortal creator then therefore the man whom he created holds the power over everything that God created. The only position that a woman can hold in the society during the medieval time is; someone who will follow their husband as they are subjected to follow the man’s rule because the man are considered the authority. Woman are also not allowed to learn as they are not allowed to teach, they also can not be allowed as a witness, and nor are they allowed to give their judgement as well as their opinion over a certain matter. Women are never given the chance to excel beyond what they are, neither are they given the opportunity to speak out their thoughts. They are considered as servants who are chosen by the immortal creator to serve the man created as the holder of the power and authority above every creation. The society’s expectation of role towards the people came basically from the sacred scriptures. In Christian scripture, it is stated in the bible that Adam was made first in order to rule, protect and be the authority over God’s creation; in the Qur’an scripture from the Islamic religion, it has also been stated that man is made first in order to rule those who are made inferior to them. The medieval scenario on gender shows that the medieval period basically adopted the sacred scripture’s statement and implemented it as a basis on how they are going to treat such people depicted by their gender. This explains that the church has a great influence towards the people on the medieval periods; it generally makes people obey and base their social life under the words of the immortal creator. The people’s concern during the medieval period which is related to gender is that they give man all the respect due to the man’s gender. The respect that the society bestows towards the male figures is considered as a symbol of their love and respect to which they believe and they have faith into. Since the people believed that God is powerful and that God created man from his own image, therefore man as the society considers, is as precious and as respectful as God is who deserves authority, power, love, respect, and obedience as much as loyalty. On the contrary, there is an act in which the boundaries of gender can be altered. An example is the Chambermaid who is a servant employed by a certain master in order to do all the heavy and most filthy duties in a household. This kind of servant can be almost considered as an outcast or untouchable and therefore man are not allowed to get closer to her and worst is that man are also not allowed to marry them. The people during the medieval period are basically not allowed to rise into a higher status in the society. Since the medieval people have their idea in mind that women are not created through God’s image and likeness, they are then subjected to forever being servant of their master or of their husband. This includes their exception from learning as well as their exception from their right to teach what they know, the are also not allowed to become a witness in any matter or crime, they are even prevented from giving such guarantee, and thus they are also not allowed to witness such judgement nor give their own opinion regarding the judgement matters. The ideas and beliefs that the medieval people used to believe are cruel and unfair. It imposes that women are useless and all that women can be is a simple servant who tends to follow all that the man has to say or has to command. In addition, women are being treated like animals lacking of respect and losing their dignity as a human being who are too created by the almighty. Through the period that the female beings were disrespected, they’ve experienced torments, public humiliation; they are also unaccepted by the society to join any position or to excel at any other state rather than that of being a slave. If the medieval people really believed in God and thus respect and love him as they loved the male races, then therefore the woman also deserves such respect because they too are beings created by God and that what God said that â€Å"man should be the authority over woman† was taken exaggeratedly to the extend that the male race treated the women as â€Å"nothing† where what God meant by his word is that man should be the authority over woman in order to protect the female race from the temptations and tests of life which females are weak of. Class status added a conflict to the situation when women were disregarded and taken advantage of. Those who are rich or considered as powerful aristocrats during the medieval period tend to purchase women to e either their sex object or slaves. Those who are being purchased for slaves were being commanded to do ridiculous chores and those who were purchased to be sex objects were considered as source for past time pleasure. The women purchased to make love with by the socially stabled man will not be free even if somebody purchased them unless their present master will decide to let go of them. The example wherein people could see that women where given the opportunity to be treated fairly is in The Rule of St. Francis of Assisi wherein he said that man which he considers as his brothers should not dare to judge other people but rather they should be gentle or kind. In addition to the rules, it was stated that man should not have any verbal nor non-verbal connection with the women unless they were being allowed by the pope. The rules of St. Francis of Assisi show how people must treat women in a way that the women were being given proper respect. The nuns’ gender as a female deserves respect for they are holy as God had created them and as they were ready to serve God. In the middle or medieval period, gender treatments were not uniform. There were places where female were considered slaves and that they were being sold and purchased just like materials things and men act like God who holds power over women. On the other hand, in other places, men were treated like slaves as women were and they too experiences sufferings and torments and women where somehow treated fairly. Gender issues during the medieval or middle age is a historical fact that marked the perception of people towards the importance of the humanity’s difference and how they should be treated which made the people of this period time realize that women can be as useful, and as effective as men in any matter. It is not because man are made with God’s image that women should be taken advantage of but it is that because they are God’s like created figures, they should then treat the creations as a precious thing which is under their care. According to Ramakrishna, no One religion is truth, however, all the integral transmissions of sacred wisdom and contemplative practice that survive the test of time are true. (43) That means, the complete devotion to the source of knowledge and actions through prayer are the fundamental and most important walks of life that constitute to the wholeness of truth. These most important aspects of religion constitute to the wholeness of truth by what they place on the individual, which is the Grace of God. The belief that My Religion Alone is true is not the correct belief because all religions are truth from what the religion does to the practitioner. If the practitioner is in complete consciousness of God and life, that alone is the key to truth. So the basis of all these religions, be it Hindu, Christian, Jew or Muslim is primarily through the sanctity of God and that is the willingness to devote time and life through veneration to the Divine Reality, which is God, that brings all the religions together. As time transcends and religion expands, reality becomes the critical starting point through where we begin our destiny of truth. That means, knowledge is transcendent and that it is the gauntlet or tool that creates the value of truth within the individual. To understand this point fully, we must break down what Ramakrishna meant by integral transmissions of sacred wisdom. Integral means the completeness of the whole, and in this case it is used to exemplify the wholeness of truth in being the basis of knowledge. By the basis it is then completed through transmission or rather a passage of possibly enlightenment of knowledge. That is why knowledge is referred to as sacred, because of the qualities of truth that it brings within the individual. Furthermore, what constitutes to truth is the emphasis the individual places on eternal goal or spiritual peace by a means of illuminating the sacredness of knowledge. Persistence of intense awareness is the truth that Ramakrishna is trying to convey. Moreover, the goal of achieving a manifested state of sanctity is through complete sincerity. That is sincerity works in the favor of the practitioner because they not only work for truth and knowledge for themselves but indeterminately for God alone, and this is what is achieved in all religions, in essence making them very connected and similar. According to Ramakrishna, its supposed to be about what we fight for in religion, not what we fight for outside of religion. In addition, what we fight for is suppose to be for the ultimate being, God, through Divine Nature. Divine Nature is achieved through a balance of realization in our daily life. The key tool is sincerity. Sincerity is about being genuine and honest; however it is about being honest first and foremost to the individual. Because without being able to be truthful to yourself, there would be no decisive factor that contributes to inspired belief and thus creating a problem within the individual. The way to obtain divine nature is not simple, because it takes time, but those who are sincere can and will achieve it. Divine nature consists of being able to learn from our daily trials and tribulations and learning very critically from them. What it means to have bliss could potentially lead to freedom, freedom of the self. It is freedom of the self because the presence of God is the only thing that we become conscious of and creates a sort of ripple within us that really brings out the bliss of God. Moreover, it is the awareness of God that structure our daily life and thus creates a Divine Nature that we live. Religions create a sense of supreme happiness and that reveal an urgent desire to be at peace. Through understanding that God is present everywhere is the beginning stages of awareness, but moving to the stage that God is present with in us creates motivation and an incentive for the individual to complete his or her goal in life. Furthermore, in order to maintain a balance of the spiritual self, there are certain spiritual ideals that are really crucial in understanding the truth in all religions. Devotion seems to sound easy, whereas it is serves as a purpose for the individual. Devotion is the dedication to belief in God and resulting in profound piety. It is correlated with the idea of ideals. Ideals are processes that work hand in hand in achieving the individuals ultimate goal, which is developed by the means of devotion. Ideals are the realization of something more and that something more is the supreme presence. Ideals exist in the mind but at the same time in the heart and the entire body. It takes form in the individuals day to day action and helps in creating a balance within the individuals spiritual conscience. Once this process of ideals is followed up by proper actions and proper living, then harmony is reached in the form of the manifestation of God. Manifestation of God means that the cause of being completely habituated in living the proper way creates the effect of harmony. Harmony is a consistent pleasing effect that is caused by this absolute idea of consciousness and bliss. That is to say that all the important aspects that were stated from the beginning to now, are the primary purpose of the truth in all the religions, in essence showing the beauty that God brings forth through each and every religion. Finally we must go back to the original question of insanity. Ramakrishna in essence is saying that it is insane to believe your religion is the only and ultimate truth for we have no basis for that belief. We can see through the process of spiritual development that the beauty lays in the truth and sincerity each and every religion places on the individual in such a balanced and consistent manner. The consequence of involvement of children with media are coming gradually, children of today are more violent as compare to past. Shows and games related to crime are becoming very popular among children. Media violence is very harmful for the growing mind and has negative psychological implications. There is an on going debate on the mass-marketing of such games. Media is selling women as an object, it creates enormous impact on teenagers’ mind and they become sexually violent. Video games with violence and sexually explicit presentations are harmful for the mental growth of the child. According to an article of Kids Health, â€Å"The average American child will witness 200, 000 violent acts on television by age 18. † By seeing violent acts on TV, they get emotionless and gradually they become violent. TV makes children curious about women, sex etc. and internet provides them depth information on the same topic. The provided information makes the situation worst. TV violence, most of the times done by the HEROES, so children take violence as the act of heroism. At the various occasion young kids believed that the TV violence is real and frightened by scary and brutal images. They can not distinguish between real and reel images, as consequence, they can have behaviour problems, nightmare, sleeping disorders, be wetting and other. Older kids can also be affected by horrible programs; parents should not allow for watching those programs. Parental guidance is needed for any violent or mature subject programs. TV is a full of programs and commercials that show risking human behaviour as fun that can include petty crimes to heinous crimes like rape and murder. TV commercial shows children to their ideals (Heroes) are smoking, drinking alcohol on the screen and they try to follow their role models. They can lead to drinking, smoking, drugs or substance abuse after the motivation from screen. Studies have shown that TV programs also motivate children to participate in sexual activities too early. The other drawback of spending time with media is on children is, who watch TV more than four hours more likely to be overweight. Overweight Child becomes public shy and loses their confidence as compare to normal child. Obese child will trap in inferiority complex after that he can not able to do good in academics and the other activities. May be that child will get addicted to take alcohol because of his inferiority complex. The health complexity and risk for obese children are higher. Many psychologists agree on the bad effect of over exposure of media on children, but still there has been an on-going debate whether or not television influences a child’s behavior. Parents have no doubt about the impact of media on their child but they never imagined that how much it can be influence a child until they will not faced the crime done by their child. There is important evidence on link between repeated exposure to media violence and behavioral effect said Dr. Susan Villani (1999). â€Å"A total of 25 Pershing Elementary School students in the before and after school program, participated in this study. They were observed prior, during, and post a Tom Jerry video clip. After observing their behaviors post the video clip, each child was asked two questions based on their everyday television watching habits. It was found that television does influence a child’s behavior. Although, the results indicate that there wasn’t a significant difference between the pre-video and during-video behaviors. Further implications and limitations of these results are to be found in the paper† Mowers (2003) find out. Media can be very helpful for getting new information, instead of blaming media if parents will make some rules and stick on that, media would be helpful for their children’s growth. Steyer (2002) makes a list of top10 tips for parents. According to Steyer (2002) this is responsibility of parents to limit the exposure of kids to the media and particularly to the negative exposure. Negative exposure should be completely controlled. One can help our the process and understanding of media message among their children Steyer’s (2002) top 10 tips for parents are as follow: Establish good media habits early: Parents should choose, which program child will watch and parents should give accompany to the child while he is watching TV. 2. Location, Location, Location: Location of the TV and Computer is very important. Parents should not install TV or computer in child room. In the past time a computer covered huge area and was visible to everyone but with advancement of technology, size of computer has reduced. Parents can not see what their child is surfing on internet. So location of TV and Computer does matter, if parents want to keep eye on their kids. Set a media diet and stick to it: As a parent, you should make a routine for your kids that how much time they would devote for TV, Internet and video games. And parent should be stick on that. Sometime we give liberty to our child but it is not good for long term. 4. Teach your child to ask permission to use media: Parents should teach to their child to ask before they use internet or watch TV programs. This rule will make a difference. 5. Watch and listen with your kids then tell them what you like, dont like, and why: First of all listening to the child is the most important thing for a parent. Listen to the child first; what he wants to say after that parent can instruct him what he wants from his child. Parent should explain to his child that why he has given this instruction. 6. Set clear rules regarding your childs media use in other homes: Parents should make the clear rule on use of media out of home. Try to not to give permission to use the media out of home, if your child is using for some important reasons like combined study, then supervise your child or make a surprise visit at the place. Have pediatricians review your kids media use as part of their annual checkup: Get pediatricians review on your kids’ media use; lets take the action, if pediatricians suggest something serious like vision problem. 8. Teach media literacy in school and at home: Parents should teach their kids about what is happening in around in the world. Parents should not feel shy to educate their children about sex education, because your child will know from the other sources and may be in the negative sense. You can teach your child in a very positive manner. So lets start to talk to your child on every topic, it would boost up your child’s confidence as well as your relationship with him. 9. Read to your child and share positive media experiences. Share the positive media experiences with your child like what you have learnt from internet or TV when you were child. It will divert your child’s mind to learn something positive and creative from the modes of media. 10. Switch the dial to OFF. : When you have spare time, talk to your child instead of watching TV or surfing internet. Conclusion TV and internet are the good things to new thing but over exposure is bad. Strategic planning covers three main areas which are as follows Present Position Future Prospects and targets Means to achieve those targets PRIMARK Primark is a one of the leading clothing chain of UK. It was founded in June 1969 in Mary Street Dublin under the trading name of PENNEYS. The store added four more brances in local area within its first year of operation. The first store which was opened outside Dublin was opened in Cork in 1971. In that year there were 12 more stores opened 11 in irland and 1 in Northeren Irland. Move Into Great Britain In 1973, four out-of-town stores opened and like this Primark began its trading operations in Great Britain. In 1984, the first multiple acquisition took place when five Woolworth stores were purchased in Ireland. Further in 1984 to 1994 in ten year period Primark opened 25 stores together in UK and Ireland. In 1992 one of BHS stores was purchased and added in the chain. The year 1995 was the year in which primark made most of its expension when the acquisition of the BHS One-Up-Discount chain took place. With this major expension 16 sotres wew added in UK region and most of them in Greater London with a significant sizes. Another major aquisation was in 1999 when 11 Co-Op stores were added. In 2000, another 11 stores acquired from C A. In October 2001 massive store was opened in Manchester. Primark continued its expension in the following year. As a result, number of reached to 109 in the end of 2001 consisting 75 in Uk and 34 in Ireland. In 2005 six stores were acquired from Allders. In April 2007 two more stores were opened, one in London and the other one was in Livelpool. Entrance to Europe Primark entered in Europe by opening a store in Spain in May 2006 and later in the same year in Semtember a second store was opened in Murica. In 2007 two stores were opened in Spain and in Xanadu. In 2008 three more sotres were opened in Bilbao, Islazul and in Oviedo. In the same year more braches were open in Parque, Zaragoza, Asturias and Coruna. Primark entered in Netherlands market in 2008 by opening its first store in Rotterdam. In 2009 more stores were added in eorupe business by opening the branches in Portugal, Germany and Belgium. Currently, In total 196 stores are in business under the name of PRIMARK. New and fashion able clothing with cheap prices are very challenging task among the high intensity of competition among the competitors. Primark has a firmly defined target consumers which are under 35 age group. There are two main methods to earn profits more than normal rates, by establishing a product leader ship or can be through cost leader ship. Primark established a cost leadership because in cost leader ship the firm supplies same product at lower price rather then to provide strong differentiation as like in product leader shipe where coustomers are ready to pay high prices. Primark established a strong strategy of cost leader ship. This strategy is pursued by companies selling affordable products across all sectors. In united states, Southewest Airline has same strategy with success in aviation sector. To maintain this strategy Primark always focuses on buying, logistics and supply chain management. To get world wide fashion trends and discovering of cheap supplies a separate team has been set in UK that travels all over the world. The company sources the manufacturing of its clothes to developing countries like India which have cheap labor. With this strategy PRIMARK saves huge cost. Primark also keep a strong warehousing and distribution network because of its strategy to reduce the time-to-market to as less as possible. To keep that promise Primark uses computerized customs clearance. TNT who provide logestic service world wide, dedicates one of its huge ware house exclusively to Primark stock distribution. Primark established a customer confidence about its cheap price promises. To sustain this strategy Primark has to maintain high efficiency level and effective cost controls on on going basis. WOOLWORTHS Woolworths, the high street retail chain that collapsed in 2008, was founded in 1909. Since then it had grown into a chain of about 800 stores. But the recent history is one of trials and tribulations that ended in entering into administration in November 2008. The retailer faced intense competition from supermarket chains like Sainsbury, Tesco etc. Lately it had entered into entertainment and electronics retail after its acquisition of Entertainment UK. In September 2008, Woolworths announced a pre-tax loss of pound 99 million for the six months ending on August 2, 2008. The company then embarked on a turnaround plan. It decided to sell 120 stores, axe about one-fourth of its products from the stores , reduce web operations and cut jobs. In 2008 the financial crisis brought a severe credit squeeze. The companys banks, GMAC and Burdale decided to recall their loans. The company that was burdened with debts worth pound 385 million had to enter administration. By January 2009 all 807 Woolworths stores in UK were closed. But Woolworths was more a casualty of its flawed strategic planning than the economic recession. STRATEGIC PLANNING AT WOOLWORTH Woolworths strategy had no target segment or focus point. It lacked a single Unique Selling Proposition ( USP).Its product leadership was in the pic n mix sweets. In other product segments like music, books toys etc it was neither a product leader nor a cost leader. (Chandler 1990) Even in the childrens clothes and school uniform segment it soon lost its leadership to retailers like Asda and Tesco. Woolworths strategy had always been to achieve cost leadership. The original US chain founded by Frank Woolworth sold everything at 5 cents. When the chain opened its first store in UK in Liverpool, every item was priced below 6 pence. Woolworths pursued successfully this cost leadership strategy for many years after that. It reached its peak in the 60s and 70s. The company hardly spent anything on branding. Its stores were without frills. But lately the company lost its cost leadership to discounters like Wilkinsons, Tesco etc. Almost anything that it sold now, the competitors were able to sell at a lower or at least the same price. Woolworths was also using a lot of debt or leverage in its capital structure. It was also using debt to open new stores. While it was opening new stores, many of its existing stores were in mess. Another part of Woolworths strategy, right from the beginning, was to sell a variety of merchandise. In its early days the chain was able to undersell its competitors through mass production. This strategy worked so well that at one point of time Woolworth was opening one new store every seventeen days. The IPO of Woolworths in the London Stock Exchange was so successful that for just 15% offloading of its equity in Woolworths UK, the parent company was able to give its shareholders a dividend of 90 cents for every dollar worth of their shares. During the World War-2 the company suffered badly with many of its stores bombed and destroyed during the air raids. Prominent among them was the bombing of the New Cross High Street store in which 160 people were killed. The post-war inflation forced it to give up its under six pence strategy. (Cooper 2003) Woolworths then capitalized on the pop mania of Beatles. It made a fortune selling the Beatles merchandise like dolls and other mascots. It followed this by expanding its entertainment offerings. For opening new stores, Woolworth was taking the real estate on rent or lease. At the last count it had about 700 landlords. Its lease payments were rising at the rate of 2.5% per year. Its rent bill had soared from pound 70 million in 1998 to pound 160 million in 2008. So when the credit crunch and the recession started, Woolworths had no fixed assets to fall back on. After its demerger with Kingfisher in 1982, Woolworths aimed long term growth through operating the following: (Coulson 2004) Hypermarkets. The Big W stores. Woolworths general stores. Streets online. But the company soon reversed its strategy, discontinued the above three stores and started focusing once again on its traditional strength products like confectionery, toys and entertainment. But in spite of narrowing its focus in order to cut costs, Woolworths was not able to match competitors like Wilkinson and Poundland which ate into its market share. Even in the range of product offering, it proved to be no match to Tesco.Its price points were higher and it also lost out on the convenience quotient. When all its strategies failed to bring a turnaround it approached the restructuring specialist Hilco. Hilco agreed to buy Woolworth for a nominal sum of pound 1 and take pound 300 million debt of the retailer. But at the last minute the deal was thwarted by its lenders, Burdale and GMAC. This led the retailer into administration in November 2008, just before the peak Christmas season. (Fifield 1998) COMPARISON AND CRITICAL ANALYSIS OF THE STRATEGIC PLANNING OF PRIMARK AND WOOLWORTHS The strategic plan of Primark consisted of the strategy of growing inorganically as well as organically. For inorganic growth it made strategic acquisitions. For its organic growth the company successfully pursued cost leadership. It was also successful in churning out fashionable clothes that were up to the latest trends. And it churned these at very affordable prices. It did so through strategically using outsourcing and having an integrated supply chain that was extremely fast in delivering. It has a much focused target segment of consumers. (Fleming 2009) If we conduct the SWOT analysis of Primark, we get the following: Strengths- Its cost leadership and its supply chain and logistics processes. These have become a source of competitive advantage for the company. Weakness- It is not into branding. Lack of having brands with high brand equity may hurt its profitability in future. Excessive reliance on outsourcing for manufacturing and supply chain processes make it dependent on suppliers and vendors. Opportunities- There are huge opportunities for retailers of discount fashion clothing. The recession has reduced the disposable income and the consumers have become more value conscious. Threats- The company has recently come under the attack of anti-poverty campaigners for the sweat shops in Bangladesh and India. The company is fighting off its reputation of being an unethical company driven solely by the lust for more profits. On the competitive front it has tough competition in the form of Marks Spencer, Debenhams etc. FIVE FORCES ANALYSIS OF PRIMARK Threat of competitors or intensity of rivalry- The competitive rivalry is reasonably high in the discount fashion segment. Threat of substitutes- The threat of substitutes is high. Fashionable clothes have a large number of substitutes. Bargaining power of suppliers- Discount chains like Primark use a lot of outsourcing from developing countries like India, Bangladesh etc. The bargaining power of these suppliers is low as they are dependent for their revenues on large clients like Primark. Bargaining power of customers- The bargaining power of customers is high. Customers of discount chains like Primark are bargain hunters who look for the best bargain. (Oakland 2003) Threat of new entrants- To produce fashionable clothes at the lowest prices is quite a challenging task. This raises naturally a high barrier to entry. Thus the threat of new entrants is significantly lowered. CORE COMPETENCY OF PRIMARK Core competency is that capability which is central to the existence of a business or corporation. A capability or set of capabilities qualify as core competency if they have the following attributes: (Peter 1989) It is the source of value proposition to the customers. It is difficult for competitors to acquire similar capabilities. The capabilities can be leveraged across different products and markets. The core competency of Primark is to produce fashionable clothes for as low prices as possible. It has been able to do so through entering into strategic partnerships with companies like TNT logistics and outsourcing manufacturing to cheap offshore locations like Bangladesh. VALUE CHAIN ANALYSIS OF PRIMARK The value chain of any organization is divided into two types of activities: Primary activities. Secondary activities. The primary activities of the value chain comprise the following: Inbound logistics. Manufacturing. Outbound logistics. Marketing and Sales. Services. The secondary activities include: Human Resource Management. Technology support and research and development. Procurement. Primark has been able to gain and sustain competitive advantage by focusing on inbound logistics (supply chain), outbound logistics (distribution network), manufacturing (outsourcing to cheaper destinations), technology support (computerized supply chain and distribution connected to point of sales). (Pride, Hughes, Kapoor 2009) As far as its marketing strategy is concerned it has responded to the 4Ps of the marketing mix in the following ways: Product- It has been able to understand the latest trends in fashion. A team of experts travels across the globe and monitors new trends in fashion. Price- The company has been able to deliver the products at very low prices. Place- Primark has an effective distribution network. Its stores are located strategically. Promotion- Primark does not spend too much in branding or promotions. Woolworths, on the other hand, lacked a clear strategic plan. It seemed to be bungling with its strategy. It made many strategic experiments, all of which failed to sustain the 99 year old chain. The SWOT analysis of Woolworths, done retrospectively, reveals the following: Strengths- A ninety-nine years old brand name and a reasonable number of loyal customers. It has a very high brand recall and brand recognition. Weakness- It has no target segment. It lacks product leadership as well as cost leadership. It is trying to sell too many products and is competing across too many categories. Opportunities- The opportunities for discount retailers are always high, especially for high street retailers like Woolworths. Threats- The threats are many. It is using too much debt. It is into too many lease agreements. Most of its stores are on rent. It lacks fixed assets to fall back upon. FIVE FORCES ANALYSIS OF WOOLWORTHS The five forces analysis of Woolworths, if done just before its collapse, reveals the following: (Robert 2008) Threat of competitors- Formidable competitors in the likes of Wilkinson, Tesco etc. Wilkinson and Poundland are especially threatening as they are eating into the share of Woolworths. Threat of Substitutes- The threat of substitutes is high in the retail industry. Bargaining power of the customers- The intensity of competition, the business model to offer products at discounted rates; all serve to increase the bargaining power of customers of a chain like Woolworths. Bargaining power of suppliers- The bargaining power of suppliers is not that high. But since Woolworths was operating on rented real-estate, the bargaining power of landlords (suppliers of real estate) had increased tremendously. The annual rise in the rate of rents of Woolworths was 2.5%. Threat of new entrants- The capital intensive nature of the business raises barriers to entry. Thus the threat of new entrants is not that high. CORE COMPETENCY OF WOOLWORTHS The core competency of Woolworths had been once its capability to offer the lowest cost products in categories like children clothing. It also enjoyed product leadership in pic n mix sweets which it continued to enjoy till its very last days. VALUE CHAIN ANALYSIS OF WOOLWORTHS The key to maintaining cost leadership is managing the value chain activities well. Woolworths failed to manage these value chain activities as well as competitors like Tesco, Poundland etc.It was unable to get the lowest cost supplies. Its distribution (outbound logistics) was such that was unable to enhance its convenience quotient. During its hey-days the company was efficient in large scale manufacturing that enabled it to get lowest cost products through economies of scale. Later on it failed to manage this value chain activity as well. Because of the mismanagement of its value chain activities, Woolworths soon lost its competitive advantage. Primark was able to execute the how question of its strategic plan well. It was able to have such processes that enabled it to achieve its objectives. Woolworths failed on both what and how aspects of strategic planning. It lacked vision about where it wanted to reach in future. And since it did not know where to go (goals and objectives), it also did not know how to reach there. Its strategy was like groping in the dark. It was opening too many stores on debt; it had no target segment and finally it was dealing in too many products. As a result both diseconomies of scale and scope had set in. (Sheshinski, Strom, Baumol 2007) OUTCOME OF THE TWO COMPANIES The outcomes have been starkly opposite for both the companies. For the year to 12 September, 2009, Primarks sales jumped by 20%. Its profits were up by 8% to pound 252 million. The company has acquired the nicknames of Primarni or Pradamark because of its ability to sell catwalk fashion at rock bottom prices.
